Malfeasance in the dam construction, where have I heard this before

A team from the National Science Foundation is claiming that the levees in New Orleans failed due to poor construction and the deliberately not following the plans to build the levees adequately. Click here for story. And as we all know the levees failed and New Orleans was destroyed.
